I passed along the recent web4lib comments on HTML/MARC to Jerry
McDonough, a PhD student at UC Berkeley's School of Information
Management and Systems, who had this comment:

If you want to score points with the mailing list for being in the
know, you can tell them that the Library of Congress MARC Standards
office has a draft of a DTD for all of the USMARC formats completed.
It's currently undergoing review (I'm one of the people looking
it over).  The contractor they hired to do the job is working on
translation tools to move from standard USMARC to SGML/MARC and
back again.  If you want to look over the DTD (be warned: it's
bloody HUGE) it's at ftp.loc.gov in /pub/marc as zmarcdtd.zip and
zmarcent.zip (you'll need both files).
