I'm no expert on the Freedom of Information Act, but there is a web site
that has basic info on the Freedom of Information Act and the Privacy Act
(related legislation) at:

Some quotes from Section II of this document:

"The FOIA sets standards for determining which records must be disclosed and
which records can be withheld."

"The Privacy Act also restricts the disclosure of personally identifiable
information by federal agencies...(some stuff deleted)...The two laws
restrict disclosure of personal information to others when disclosure would
violate privacy interests."

I don't know if either of these points would provide you with an escape
hatch, but they might be worth checking into (if your lawyer hasn't already).

Also, I notice that this document refers to *Federal* agencies.  Are you
sure that your agency is covered by the Act?
