The question that should be asked when these kind of formatting problems
arise is: What information presentation problem is to be solved, and what is
the HTML solution?
Without seeing the material, it's hard to know what the reason for using
indenting is, but if it's to express a hierarchy of elements, then quite
possibly the list approach is the correct one - but it should be an overt
list (either ordered or unordered) with <li> elements, rather than one of
the Kludge approaches.
If it HAS to look the same as the print version, then PDF is possibly the
way to go. But my suspicion is that there is a simple, logical HTML solution
- it just might not use indents.
