I received a request for the URL for the community-networking paper; since
I was being lazy, not shy, it's

http://www.sils.umich.edu/~kschneid/746/cn/

Here's a blurb from the introduction:

"Those of us with backgrounds in public information systems, who know the
sadness of working with adults and children who are angry, anxious or ashamed
about their struggles with computers which they often feel they "should" know
how to use, or who have fallen asleep early at the end of a day spent coaching
users through 'intuitive' systems, have a responsibility to become fluent in the
principles of interface design; to learn how to speak to the people who
write these designs and in some cases and circumstances to be those people;
and to develop the administrative and managerial skills to work
strategically to ensure that interface design for public technologies is a
high priority for system acquisition decisions."
