Guidelines for writing homepages

We are in the process of putting together guidelines to use when writing
homepages within our company. We are not so much looking at details, as much
as we are looking at the philisophical aspects of homepage construction.
Things such as why do you want to construct a homepage, what should be included
on it, what criteria should be set for adding a link, when do graphics enhance
and when do they take away, etc.
Has anyone written such guidelines? I have seen several examples included on
university homepages, but they usually address standardization issues such as
what graphics are required, common wording or headings, etc.
I would be particularly interested in hearing from corporate libraries.
