I would say the justification is similar to that for putting up an 
internal gopher, which has proved very useful here. If all your staff 
have a pc that can handle the web browser, then a web site can be a great 
way to make info available. All the info I used to send out as memos to 
"everybody" I now send as announcements to our staff gopher, for 
instance. Policy manuals are posted. There is a system-wide calendar. 
Meeting minutes are posted. Lots of good stuff.

(Has it cut down on the paper flow? We make all the managers carry 
location devices in case their stacks of paper fall over on them. Just 
kidding!)
