Problem with Anchors and Fonts in HTML

I've recently noticed a problem with the fonts in the web page I
developed for the library. The keywords that are anchors are in varying
fonts. For instance:
<STRONG><a href=...><FONT SIZE="+2">R</font>eference</a></strong>
On a Mac Netscape 1.1N client it looks fine; however, using Netscape on
Windows, the anchor underline looks fractured, with the line under the
capitalized letter being slightly darker and lower. I've noticed the
same problem on Netscape's pages as well.
I realize I can eliminate it by simply choosing not to underline anchors
under "Preferences", but that doesn't eliminate the problem for anyone
trying to access the page via a PC outside the library.
I realize it's a minor problem, but Any suggestions would be greatly
appreciated.
