Unless you want that ``someone else'' to be mainly non-librarians, you 
might want to subscribe to the mailing list urc at mordred.gatech.edu which 
is the URC mailing list.  This is just producing its charter (which has 
had a bit of a rough passage though the IESG so far) and will soon start 
talking about what goes into a URC and what it looks like.
