Launching DOS apps under Netscape

Hi, we would like to find as painless a way as we can to launch DOS
applications (CD-ROM programs in this case) from within a Netscape session.
Plain CGI doesn't work, as it only returns html.  

I came across a public domain program called launcher.exe which does what I
want, but doesn't seem to run under Netscape (or I couldn't make it do so).  

Has anyone solved this problem?
