You can find information on the Text Encoding Initiative (TEI) at the TEI 
official home page:

The page contains tutorials, a history of the development of TEI, information on 
ordering the Guidelines, how to sign on to the TEI discussion list, and more.

Please pass this information on to any cataloger or librarian you think might be 
interested.  Also, you may wish to check out the University of Virginia's 
Library pages.  They have been using TEI to mark-up much of their special 
collections.  On campus you can view the documents using their special browser, 
on the web they translate it into HTML.  However, with the advent of SotQuads 
Panorama browser they will be able to provide the richness of the full TEI text 
over the web.
