Hi John,

I'm the project lead for the Kete open source project (http://kete.net.nz). It was originally developed for Kete Horowhenua (http://horowhenua.kete.net.nz). It satisfies your requirements, including OAI-PMH Dublin Core XML available both from an OAI-PMH repository for easy harvesting as well as per record. It has a lot of support for metadata export in a number of formats, actually.

Kete is not limited to just images, but includes the same functionality for audio, video, documents, web links, and things can be described and related to each other through topics.

You can check out other Kete sites at http://kete.net.nz/en/site/kete_sites. We're nominated for a New Zealand Open Source Award in the best project category and putting the finishing touches on the 1.3 release that will include a lot of internalization and localization features.

Feel free to contact me here, by email, on Kete.net.nz, or twitter if you have any questions.

Cheers,
Walter
