The two basic rules of managerial ethics discussed in our previous thread of
'Saddled' apply here:

"I would postulate that about 95% of employee problems do not originate from
employees, but originate from employers who fail to lead.  Leadership
failure stems from the failure to internalize managerial ethics.  There are
two simple rules that should be followed no matter what size the
organization might be.
 
Treat *everyone* equally - from custodians to trustees and patrons
Don't violate the rules you expect others to follow "

Vendors should be treated equally 
Do not solicit or accept bribes
