Fwiw,

Setting up email filters to enforce one's personal preferences is relatively easy in today's email clients (even Outlook). 

The answer, just like politics, is local - in this case, use filters to manage your email & handle what you get according to your own personal preferences.

I have Gerry's patterned-punctuation-heavy emails end up in their own folder & (when I have time) I go through them trying to suss out the content from the punctuation noise.

Asking for a decade-and-more of past practice to be thrown out the window (and imply that the loose list rules should be rigidly enforced) feels silly as I merely type it. This step feels far more self-centered than community-centered.

I humbly submit that neither Walt nor Gerry need change their WEB4LIB posting practice; we, the list members, need to use our available technology to improve our reading experience.
