[Web4lib] unwanted browser caching

We are in the process of moving our website to a new server, doing it live,
piecemeal (not what I would have recommended).
Perhaps because default browser settings are designed to take advantage of
caching to decrease load time, I am getting emails from people to make
changes and updates that I have already made. I noticed Friday that the
circulation desk computer was displaying a very rough version of the new
website from 3 weeks ago, and no refreshing or history clearing would change
it; I had to reboot.

So. I am thinking of adding this tag to all pages:
<meta http-equiv="expire" content="0">

Is this good for the short term, long term, or not at all?
The website uses php to load includes, but the pages are mostly html code,
although they do have php file extensions.
