[Web4lib] Short list outage

WebJunction, which supports this list, has announced a short outage for an
upgrade. The message reads in part:

³On Sunday September 13, WebJunction/OCLC is upgrading the server that hosts
your list. The rescheduled upgrade involves new equipment and updates to
Mailman (from 2.1.5 to 2.1.12) and Apache server software. As part of the
upgrade, the list will experience a short downtime beginning at 2 a.m.
Eastern, during which time messages will be queued until the upgrade is
complete. 
 
The outage is expected to last no more than four hours. As part of the
install verification process, the developer will send a test message to the
list. Please disregard this message.
 
Though we do not expect to need it, the outage window provides a contingency
plan that would allow a roll-back to the previous listserv state.²
