There is always the World Guide to Libraries from Walter de Gruyter. Here is a link to their 24th edition, 2010: http://www.degruyter.de/cont/fb/bb/detailEn.cfm?id=IS-9783598207747-24&fg=BB-01 

There are a number of subject-specific guides that may be more comprehensive within a field. For example, the WHO directory of medical libraries or Euromonitor's World Directory of Business Information libraries.

Of course, it depends upon who receives the notice for updating these entries. There are additional resources available through National Libraries within regions not well represented in these directories.
