[Web4lib] Dial-up back-up suggestions?

We have had some recent network outages that make us want to subscribe
to a dial-up internet ISP just for these (hopefully) rare  occasions.

Any suggestions for low-cost but reliable dial-up ISPs that will let us pay
on an annual basis?
