PROGRAM ANALYST - ELECTRONIC CONTENT DEPOSIT- JR 38817

CACI International Inc., a leading professional services and
information technology solutions provider to the federal government, has
an immediate need for a Program Analyst.  This position is based at our
client, The Library of Congress, located in Washington, DC. (Metro
accessible).  

RESPONSIBILITIES:
The Program Analyst will liaise with customers, stakeholders and the
technical development team (e.g. technical project manager, software
developers, QA staff, IT services staff), to define, develop and deploy
high functioning electronic content related services for daily
production use by operations staff.
 
Draft and edit documents that support program outcomes, using judgment
and negotiation skills to accurately reflect policy and process nuances,
and appropriately follow software development lifecycle guidelines. Such
documents will include business requirements, technical specifications,
project schedules, meeting minutes, presentations, project plans,
software test plans, training documents and others.
 
Coordinate agendas and help conduct meetings, training sessions, and
workshops.
 
Communicate within and across the agency:  Maintain communication with
stakeholders, working group members, outside entities and other
individuals related to the eDeposit project.  Engage other Library
departments to facilitate achievement of project outcomes.
 
Communications with external partners:  Develop, update, and maintain
the eDeposit Intranet/Extranet site, facilitate communications with
external beta testers and pilot project partners.
 
Research and Analysis:  Keep up-to-date with current market trends and
the digital publishing domain (i.e. library automation, scholarly
publishing, digital library systems), and assist in characterizing
electronic content and metadata sets received as part of the electronic
deposit program.
 
QUALIFICATIONS:
 
● Demonstrated mastery of Information Technology concepts related to
digital content management, publication, distribution and preservation.
● Knowledge of the scholarly publishing industry or other digital
content publishing industries.
● Familiarity with process modeling, systems analysis and system
requirements tools.
● Fluency in using office productivity software including: Project
management tools, presentation suites, word processors, spreadsheets,
email and meeting schedulers.
● Excellent interpersonal, written and verbal communication skills.
● Demonstrated ability to work both independently and in a
collaborative environment
● Motivation, initiative, and demonstrated creative problem solving
abilities
● Demonstrated ability to adapt to changing priorities and meet
deadlines
 
Requires bachelor's degree or equivalent, and seven to nine years of
related experience; or, master's degree in related discipline and five
to seven years of relevant work experience.
 
DESIRED QUALIFICATIONS:
 
● Advanced Degree in Library and Information Science (LIS / MLS),
Computer Science (CS), Management of Information Systems (MIS), or a
related discipline.
● PMP certification
● Familiarity with copyright restrictions and mandates for digital
content, particularly (but not limited to) scholarly publishing.
● Familiarity with the mission of memory institutions (Libraries,
Archives, Museums) including business process and policy issues related
to digital content.
● Experience in business process innovation and technological
change.
● Ability to execute and seek constructive outcomes when confronted
with ambiguity.
