[Web4lib] Public Internet splash page?

Are there any libraries out there that use something like a splash page or initial screen that patrons have to click through before they can use the Internet? Do they have to read and possibly sign a usage agreement? Is anyone willing to share the wording of such a screen? Feel free to reply to me directly.
