[Web4lib] basic html question

You can save it as CMYK. But it won't display in IE and certain programs such as Irfan view will display the image with quirky colors. It is not a bad format if it is print resolution as the compression is still very good. A CMYK 300 dpi .jpg could be 1 or 2 meg where the same file as a TIF would be 25 or 30 meg.

Dumb question but can you even save a Jpeg in CMYK? I thought all the
colors go moosh (i.e. shift, etc.) as part of the compression process.

Try opening the image in Photoshop or whatever graphics editing software you use, and see what the color mode is. In Photoshop, go to Image -> Mode. You'll see a check next to the current color mode. To change the mode, just choose RGB and resave the image.
