You might want to look at the 2005 Neal-Schuman book, "E-metrics for Library and Information Professionals: How to Use Data for Managing and Evaluating Electronic Resource Collections."  I saw a copy of the book a few years ago, and, if I remember correctly, it addresses a variety of factors for both print and digital collection development, which is vital for any library now.  

Anybody have the book who could tell more about its contentsand relevance to Dorothy's needs?

My apologies if this is off-topic. Does anyone know of a metric that could be used to determine the optimum size for a  public library collection based on population, ethnicity, age, etc. A search of the library literature turned up surprisingly little. TIA
