[Web4lib] YouTube and Bandwith

We had a parent complain to us recently when she caught her son watching
strippers on YouTube.  Now the debate is whether we should allow YouTube
in the Children's Room.  Since we can set up different filter groups and
drop different computers into their appropriate groups, this is under
serious consideration.
