[Web4lib] YouTube and Bandwith

Three of the libraries we support have blocked YouTube, social
networking sites, and streaming video sites due to bandwidth concerns
(and to be honest, some content concerns). Bandwidth use did initially
drop but within 60 days it was back to its formal levels.

libraries because it uses so much bandwith?  Have there been any
