I'm a Web developer not a librarian, and in my experience, maintaining a 
content inventory of the kind I think you're describing is uncommon, 
almost unheard of. (That means I've never heard of anyone doing it but I 
can imagine that someone, somewhere is.)

Maintaining a comprehensive site-map is very common, however, and can 
often be automated. The site map, which is generally not public-facing 
but can be, is a very useful maintenance tool especially for preparing 
content inventories.
