[Web4lib] promoting online databases on public terminals

It sounds to me like a Windows issue. Either Firefox is not set up as  
the default handler for URLs, or Windows is not properly handling the  
dropped link. The latter could possibly be related to security settings.

In other words, what you are doing should work, so long as you are not  
saving a session-dependent URL, and it does not sound like that is the  
issue.
