[Web4lib] Call for nominations: ALCTS Outstanding CollaborationCitation

Unfortunately, Zotero needs some librarians on board. I've found their 
citation detection algorithms to be greatly lacking, and when I offered 
to help I never heard back. I wouldn't want to reward insufficient work. 
If they get more "community" oriented then I might consider them a 
candidate.
