Safe to assume you already have the WebServer to host the web
magazine/newspaper? or online commmunity?

Your question *until you provide more information* seems to have a dual
nature, or perhaps the project does. I am assuming the client hardware
(for lack of a better word) is already available. If yes, then it seems
like the software would probably be Operating System agnostic insofar as
the users would use a browser to upload their new newspaper articles.

Of the top of my head I know of Open Journal from BC. I am feeling too
lazy to look for more.

This would be completely budget neutral except for the cost of your
network connectivity.

If you are looking for software for the server side I would recommend
Scoop or Slashcode.

Scoop is described as a collaborative media application which seems
right up your alley. Examples are The Daily Kos and Photographica

Slashcode is what powers slashdot.org

Both of these need an administrator comfortable with MySQL and PERL for
the initial setup. After that the users will only need to connect to the
server and write.
