Certifications generally indicate that an employee can read a book and
take a test. Some certifications are harder than others to obtain. What
must be understood, however, is that the answers are often not the
optimal, or even correct approaches to solving problems in the real
world. Working on computers often presents novel situations that require
innovative, or "out of the box" thinking. In hiring any computing
professional, I would look for the following according to the following
ranking.

1. Real world experience working with identical or similar technologies.
The match needn't be perfect, but the closer the better.
2. A strong capacity for critical and creative thinking and the ability
communicate technical concepts to a non-technical audience both verbally
and in writing.
3. Acceptable interpersonal skills and a personality suited to your
organization's culture.
4. Formal education; degrees and coursework completed relative to the
position.
5. Certifications.

If you have two candidates that match each other in 1-4, but one has a
certificate, choose the one with the certificate. It may imply some
additional technical knowledge, but more importantly it shows that the
candidate has the dilligence and discipline needed to pass a
certification exam, which may speak to their work habits.

Tim O'Reilly wrote an interesting piece on his editorial strategy for
his company's MCSE study guide, which is pretty brilliant, IMHO.
