Actually, I'd be a bit more optimistic on this front.  Just off the top
of my head, I'd say the Indianapolis-Marion County website or the Queens 
Borough Library website, are good examples of what libraries can do.

I think if the focus is on core competencies, instead of checklist 2.0 
solutions (blog - check, wiki - check, etc.), you can come up with 
excellent results.
