I would have to agree with Micah's assessment, but would like to add
that I was able to download Adobe LiveCycle Designer for free with my
Acrobat Pro 7. I don't know about Acrobat Pro 8.

Another option you could try is Flashpaper 2
(http://www.adobe.com/products/flashpaper/). It does not have all the
features of Acrobat Pro, but it does allow you to convert your
document to both swf and pdf file formats. I find Flashpaper files to
be much easier and faster to view with a browser. In addition, it is
hundreds of dollars cheaper. You could download the free trial version
to see if it will work for you.
