I know that I shouldn't jump into this & add traffic, but in defense of
Danbury Public Library - which is one of our state's true gems - not
only is this a City-based rule and process, but application fees likely
weed out the less than serious applicants.
 
Danbury Public Library is a technologically progressive library. In
fact, they are the first in the world to have implemented LibraryThing
as an integrated part of their OPAC. They serve a diverse population in
many innovative ways and I'm pleased to be colleagues with them. I
suspect it's an excellent place to work! My best to you all.

They can waive your fee, but it looks like you have to jump through
some hoops to achieve that. 

Application Fee Waiver: A filing fee is not charged if you are
receiving public assistance from the
State of Connecticut, or if a candidate’s income falls below the
federal poverty levels. A written
request for a waiver that includes either a copy of a current benefit
card (State of CT Department of
Social Services identification card or a W-2 statement of Earnings for
the year must be submitted to
the Civil Service Commission at the address listed below). An
applicant’s Social Security number
must be noted on the front of the benefit card or on the copy of the
W-2 Statement of Earnings.

More likely they'll have to go buy their own darn mouse if they want
one.

The later post about the fee to take civil service exam seems
particularly stupid.  If you were unemployed, maybe even homeless due
to the unemployment, how in the world would you be able to pay the
fee?  Maybe they'd just rather pay for all of the other social ills
caused by some poor person not being able to apply for and obtain a
job.
