[Web4lib] Contribute and EZproxy

there are maybe two issues here

1. What contribute does 
	In dreamweaver there is a setting under code rewritng to encode
or not special characters and if to use URL encoding or HTML entities
(or as they put it using % or &). Maybe Contribute has a similar setting

2. And the correct form for a url
	My understanding is that the correct form for your URL should be
https://ezproxy.mylibrary.edu:2443/login?url=http%3A%2F%2Fwww%2Escienced
irect%2Ecom%2Fscience
