Adobe (macromedia) Contribute is a tool worth considering.

You could continue to allow all users to have full control via the file
system, but use Contribute to act as the control layer - users can only
access the directories/folders you assign them

Add in the use of dreamweaver templates and or server side includes and
you have a good chance to balance control and individuality
