Once your CSS and HTML are validated, there are plenty of free
508 compliance testers, but it's important to note that it's
impossible for a tool to guarantee 508 compliance or
accessibility.  Instead, they'll throw up warnings for code that
*might* cause errors.  But be aware you need to use a human eye
to interpret the results (eg. some images need alt text, and some
images need to have no alt text, depending on their purpose; link
names should be unique and meaningful).

Your easiest bet for accessibility?  Turn off all CSS, Javascript,
Java, and Flash in your browser, then navigate to the website.
If it's visible, navigable, and makes sense, then you're probably
doing a pretty good job.
