[Web4lib] Web4Lib now off emergency moderation

Thanks to some detective work by Thomas Dowling of the Web4Lib  
Advisory Board, we believe we were able to trace the problem causing  
messages to be repeatedly sent to Web4Lib subscribers. We worked with  
staff at the institution where the problem existed, and they believe  
they have fixed it. Therefore, I am taking Web4Lib off emergency  
moderation. Thank you again for your understanding and patience.
