[Web4lib] three services from the Ockham Network

This is probably very cool, even though some of the alternate 
spellings seem pretty wild.  XML should of course be Unicode 
(UTF-8), but here the result is HTTP declared as ISO 8859-1.

Are the dictionaries or the source code behind this function 
available for download?  Public domain? Licensed?  I see an 
immediate application by adding a Swedish dictionary that adds 
antiquated word forms and inflexions to a broadened search.
So how can I help in that?
