Celia,
FirstSearch and EBSCOhost both allow you to translate the interface into
Spanish or French.  FS also provides an Index to Latin American
Periodicals in the Sciences and Humanities with their Base package.  It
is called ClasePeriodica. 

There are a number of websites. Four that are Spanish faculty asked us

Others that provide digital libraries in Spanish and French are

I need to develop the foreign language collection of my library, and my
budget is very short (1,400.00). My university teaches only Spanish and
French. Do you have any suggestion about books, journals and databases
that provide text in French and Spanish?  Ah! If you know of a good
Spanish dictionary, please let me know.

I too, am looking for a collection development policy/guidelines for our
engineering dept. If anyone has a policy catered to civil engineering,
electrical engineering, industrial engineering, and mechanical
