I think the point is that this time they are marching forward with an RFP
(didn't see one last time, remember?), they have a much better idea of what
they want, and they're doing a good job of interacting with their
stakeholders. 

Thanks for those who defined TANSTAAFL. I may use it in today's training
class. We have several general acronym finders in LII, though I happen to
like Google's "define" function myself, when it pulls up good sources. 

My other favorite expression for situations like this comes from the movie
"Alice Doesn't Live Here Any More," when Alice is embarking on her new life.
I can't type it out verbatim, but as she's leaving town she says, "Don't
look back, or you'll turn into a pillar of s---." (And, er, that's not
"salt.")
