[Web4lib] Windows 2000 Server warning

Ditto. We had massive server problems due to APC backup software, but it
was triggered by installing Norton Corp AV 10 on the system.

Removing the APC software solved our problems, but left Active Directory
goofy. (Constant group policy not found errors... despite group policy
being there with all permissions!)
