[WEB4LIB] ie problem- Wales on the Web

I think the XML declaration before the doctype is throwing IE into "quirks" mode. If you take it out, the graphic should displayed centered, as expected.

Dear All

We seem to be having a problem with a particular graphic on IE.

www.walesontheweb.org

The graphic in IE seems to be on the upper left hand of the screen. In
other browsers such as mozilla it sits in the middle of the screen-
which is fine.

We are having a launch early next week so would appreciate if someone
could let us know how we can centre it in IE.
