Web Policies and Standards

Hi all,

I am wondering if you can point me to any publically available web standards
documents that your libraries uses to manage its web presence. I am
particularly interested in any places where all staff are allowed to
contribute content, without any oversight by an individual or team.

This desire, to publish immediately, is something I am hearing more and
more, and I am wondering if there are places that do this. If so, is anyone
responsible for quality control- or is it just the individual? Is there any
training these content providers have to go through? Has this worked for
you?
