This registry hack talks about setting 
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main
to Read Only.

In addition, we set the HKEY_LOCAL_MACHINE\Software\Microsoft\Internet 
Explorer\Main to read only -- we have run into a few programs that 
modify this part of the registry to change the default home page.
