A free printing solution?

Hello, I am investigating the possibility of a printing solution that
would allow free printing from a limited number of urls (.edu, EBSCO,
SIRS...) and deleting all others from the print que.  I am evaluating
Pcounter at the moment, but I haven't been able to configure it to do
this.  Does anyone have any ideas?
