prevent browsing the web with Windows Explorer..?

Do any of you know how to disable using Windows Explorer as a web browser?
I want folks to be able to use "My Computer" to view their floppies
without allowing them to use the "address bar" for entering URLs.

Any ideas would be appreciated!
