Netscape preferences

Hi everyone,

In our computer lab, we offer both IE and Netscape. We were lucky enough to 
be awarded a grant from the Bill & Melinda Gates Foundation which gave us 
11 public machines and a "labserver". They have IE setup so that the public 
cannot access the Internet Options menu and make changes. We have at least 
one user who alters the Netscape settings. He claims that this is not 
violating our policy of altering computer settings.  Do any of you know if 
it is possible to have the server or local machine maintain the Netscape 
preferences so they cannot be accessed? The foundation does not support 
Netscape so I cannot ask them.
