I find it interesting that the needs of in-library users (the minority) 
are dictating how you respond to out-of-the-library users (the 
majority). Why not have a local version of the library homepage 
bookmarked in your in-library browsers? A while back at UC Berkeley we 
solved a similar dilemma for branch libraries that wanted to bookmark 
their branch home page rather than the main page, but the browser 
software was loaded from a server. We simply had the browser bookmark a 
CGI script that would check the location of the booting PC, and load the 
appropriate page. But your case is likely much simpler. Just bookmark a 
local page, or even one on the server that has the Javascript.
