For a very low end Content Management solution you might have a look at
Ektron's CMS100 <http://www.ektron.com/support/cms100_support.cfm>.  I
only know it by a review done by eWeek
<http://www.eweek.com/article2/0,3959,34846,00.asp>.

My personal preference would run toward Wiki or Zope running CMF or ZWiki.
