Daylight Savings Time and 'Bookmarks Have Changed' Error

Yes, it is almost that time of year when we "spring forward".  DST starts on
Sunday, April 1st in the USA, which means you may encounter the following in
Netscape:

'Bookmarks have Changed on Disk' error message

Fortunately, this isn't a major problem but in case you get questions and you
