[WEB4LIB] Missing registry key for NoBrowserOptions

Julia,

This registry restrictions works properly.  I'm not sure why the sub-key is
missing but it is easy to add it in.  Once you've browsed in the registry to
"..\Policies\Microsoft\" just select Edit - New - Key and name that key
"Internet Explorer".  Then open that key and select "Edit - New - DWORD" value
and follow the instructions as you found them at the JSI site.  This hack
doesn't remove the "Internet Options" from the Tools menu but it does disable
access to it.

I will note that some of the other common registry hacks won't work if you use
the instuctions listed at JSI or Microsoft.  I've created a help page that
