That's probably getting away from the original intent of the question, since
the major resident of Rootsweb is The USGenWeb Project, and that is
decentralized, although about 2/3 of its county pages are housed there. 
Rootsweb and similar history and genealogy hosts such as usgw.org (where our
site lives) and usgennet.org are more like ISPs than a single large site.
